As the Vice-president of Business Development, Mr. Kirkland is integral to Excelicon’s continued growth in contract, client, and partner acquisition and leads the Business Development team in Capture and Proposal operations. He is a resourceful and knowledgeable senior executive with a combined 20 years of Business Development and Law Enforcement experience in the IT market which gives him a unique mission-centric approach to achieve quantifiable customer-focused results.

Throughout his career, Mr. Kirkland successfully built and led strong interdisciplinary teams delivering unparalleled customer support. He has held similar positions with Lockheed Martin, SAIC and ManTech.  He is recognized as a subject matter expert in law enforcement, a key strength for ensuring compliance and accountability.

Mr. Kirkland holds a J.D. degree from John Marshall Law School and a B.S. in Criminal Justice from Georgia Southern University. He is an active member of Government Technology & Services Coalition (GTSC) and the Professional Services Council (PSC).
